Florida Electronic Lien and Title Services

As of January 1, 2013, under s. 319.27 and s. 328.15 of the Florida Statute, an Electronic Lien and Title (ELT) process is mandatory for Buy-Here, Pay-Here dealers, finance companies, or any entity that finances vehicles, vessels or mobile homes in Florida.

If you already have an ADD account, you can add ELT access at no additional sign-up cost! You'll simply need to complete the required DHSMV forms, sign, and fax them to ADD. FL ELT access is as easy as completing the HSMV 82150 form, Application and Notice of Interest-Electronic Lien and Title Process, and faxing it to ADD. Download the forms and instructions.

Transitioning to an electronic system reduces title fraud and provides electronic notification of lien satisfactions. Electronic Lien Titles are recorded using the HSMV 82040 or 82139 as they have always been. The difference from the former paper system is that the title and lien become electronic when recorded and the title remains electronic until a paper title is requested.
