ELT: Virginia and Other States Now Available

But did you know you can access ALL states that mandate ELT from your ADD account?Virginia ELT is available through your ADD account alongside any other ELTs you may have, as Virginia now offers electronic lien and title services.
Doing ELT in Virginia and other states through ADD is no problem. Set up usually only requires two forms. One is a remote access agreement with our partner company, Decision Dynamics, Inc. (DDI). The other is a state specific form or process. Just email ADD with your request and complete and return these forms by fax (850) 877-5910 or by scanning and emailing forms to elt- manager@add123.com.
VIRGINIA’S ELT PROCESS
To set up your ELT for Virginia, instead of a single application form, there is a special process. Here is the information to register in the State of Virginia’s ELT Program while maintaining your ELTs through your ADD account:
- Go to the Virginia DMV website to complete and submit the ELP online by by clicking on this link.
- Enter the following information for the “Vendor Information”: Decision Dynamics, Inc., 1324 N. Lake Drive, Lexington, SC 29072; Phone: 803-808-0117.
- The VA DMV Headquarters will send you a Memorandum of Understanding to be completed. (VA requires original signatures.) Return the original Memorandum of Understanding to:
The Department of Motor Vehicles, Room #361
PO Box 27412 Richmond VA 23269-0001.
- Just let us know that you have submitted the Memorandum of Understanding by sending an email to elt-manager@add123.com.
If you would like to add access to more states as they become available, you will only need to complete each new state’s form or process, once you have completed the one-time Remote Access Agreement. The currently available states are Arizona, California, Georgia, Hawaii, Idaho, Louisiana, Maryland, Massachusetts, Nebraska, New York, Ohio, Pennsylvania, South Carolina, South Dakota, Texas, Virginia, Washington, and Wisconsin. More states will be added as they provide electronic lien title programs. Please keep in mind that participation rules and costs vary for each state.
