What is the difference between a National Title Pointer (NMVTIS) search

and a DMV123 search?

A National Title Pointer (NMVTIS) Search with Theft Check is a multi-state search intended to help pinpoint the current state of title and check for theft information. ADD’s National Title Pointer with Theft Check offers corporate customers the information they need to locate the current state of title, check for stolen information and identify liens on a vehicle, all located in a single convenient report. NMVTIS reports do not include lienholder or owner information.

A DMV123 search is state-specific, and provides owner and lienholder information, searchable by VIN, tag or title (search keys vary by state). It is important to note that while DMV123 state records include owner and lienholder information, the additional title and vehicle information included with each record differs by state. Most states do not provide theft or stolen “stop” information, though many include tag or license plate information and other vehicle information. In order to access to DMV123 owner and lienholder records, users must have a qualifying exemption under the Driver’s Privacy Protection Act (DPPA).

What is the DPPA?

DPPA stands for Driver’s Privacy Protection Act. The DPPA protects the personal and private information that is included in state DMV123 searches. Without a permissible use under the DPPA, records cannot be accessed. All users on a DPPA account MUST have their own username and password. Any person who knowingly discloses any information in violation of the Driver Privacy Protection Act (DPPA) may be subject to criminal sanctions and civil liability specified in state law for unauthorized use of the data. When I click on my DMV123 tab, I can only search for Vehicle Histories

(NMVTIS). How do I add access to the other states you have available?

Prior to obtaining access to personal information on a motor vehicle record from individual state databases, users must complete an Account Agreement and a User Registration Form identifying the DPPA exemption under which the company/user qualifies. If you already have an account but would like DMV123 access, simply click on the Search DMV123 tab then click on the Vehicle Query sub-tab. On this screen, you will see a button marked Sign Up for DMV123. After clicking on this button, you will need to complete the DPPA form, which you will sign and mail to ADD.

Why don’t I have access to all 28 states ADD offers through DMV123?

The qualifications for DPPA access varies by state. For example, in the state of Georgia, only towing companies and auto recyclers are allowed access to Georgia records. Many states disallow access for Private Investigators. Contact ADD if you have questions regarding access to a particular state.

How do I pay for the records?

Real-time motor vehicle and driver license records are accessed one-inquiry /one-record at a time, for which ADD charges a per-transaction inquiry fee. At the time and inquiry is made. ADD deducts the cost of the record from your pre-paid account and remits that fee to the state.
